Tree Issues We See in Chemung County
Emerald ash borer and beech leaf disease
Emerald ash borer is established across New York, and the New York State Department of Environmental Conservation lists it in nearly every county, Chemung included. Beech leaf disease was newly detected in Chemung in 2022. Dead ash turns brittle quickly, and declining beech thins from the top. Flood history along the Chemung River
The Chemung River at Elmira holds a record crest of 25.2 feet from Hurricane Agnes on June 23, 1972, and USGS reports that large areas of the city were flooded several feet deep. Trees on river flats and creek banks can carry old root damage or sit in soil that softens in long rains. Leaning trees near water deserve a closer look before the next high-water season.
Right-of-way rules in the Town of Elmira
The Town of Elmira code requires a permit for tree work in the public right-of-way or other public places. It also asks owners of private trees to keep 10 feet of clearance over sidewalks and 14 feet over streets. Rules in the City of Elmira and the villages can differ, so check with your town or village office before work on any tree near the road.
Wind, wires and NYSEG
NYSEG serves Chemung County as part of its Ithaca Division. On January 9, 2024, strong gusts left about 5,700 customers in that division without power, with broken poles and downed wires and limbs. If a tree is on a wire, stay back, call 911 and NYSEG, and call Tubbs once the line is safe. Tubbs does not work on energized lines.
